一 | 【 앵커멘트 】 장미란 씨는 성인이란 이유로 실종 경보 문자를 발송할 수 없어 경찰이 편법을 동원해 경보 문자를 보냈습니다. 현행법상 일반 성인은 실종 경보 대상에서 제외돼 있기 때문인데, 신속한 발견이 필요한 상황에서도 경보 문자를 보내지 못해 수색에 제약이 생긴다는 지적이 나옵니다. 정혜진 기자가 보도합니다.【 기자 】 제주에서 실종된 장미란 씨를 찾기 위해 경찰이 뒤늦게 실종 경보를 발령했습니다. 이 과정에서 경찰은 장 씨를 장애인으로 분류해 경보 문자를 발송한 것으로 알려졌습니다. 장 씨는 실제 등록장애인이 아니지만, 현행법상 일반 성인 실종자는 실종 경보를 발령할 수 없기 때문입니다.▶ 스탠딩 : 정혜진 / 기자 - "현재 실종 경보 대상은 실종 당시 18세 미만인 아동과 지적·자폐성·정신장애인, 치매 환자로 한정돼 있습니다." 실종 경보 문자는 시민들의 제보를 이끌어내 실종자를 찾는 데 큰 역할을 하고 있습니다. 실제로 지난해에는 실종 경보 문자를 본 시민들의 제보로 실종 대상자 5명 가운데 1명 이상이 가족의 품으로 돌아올 수 있었습니다. 하지만 성인의 경우 신속한 대응이 필요한 상황에서도 시민들의 협력을 이끌어내기 어렵다는 지적이 나옵니다.▶ 인터뷰 : 김영식 / 순천향대 경찰행정학과 교수- "긴급하게 대중들에게 알리고 이들의 협력이 필요한 사안이라고 하면 성인일지라 하더라도 (실종) 경보 메시지를 보낼 수 있도록…." 범죄 등 위험이 우려되는 성인 실종자도 상황에 따라 경보를 발령할 수 있도록 제도 개선이 필요하다는 목소리가 제기되고 있습니다. 二 | Colombo, Oct 17 (UNI) A Sri Lanka panel has opposed the "unprecedented tax concessions" given to HCL Technologies (HCL) and says its agreement with John Keels Holdings (JKH) should be reviewed.
The Island newspaper on Monday quoted Committee on Public Finance (COPF) Chairman and SJB MP Dr. Harsha de Silva as saying this.
He made the demand in view of the imposition of a controversial 30 per cent tax across the board on companies in the exports sector with effect from November 1.
Dr de Silva emphasised that a reappraisal was necessary as the proposed tax would be imposed in line with the recent staff-level agreement reached with the International Monetary Fund (IMF), the report said.
Noting that the agreement hadn’t been tabled in Parliament yet, the Colombo District MP said that India-Sri Lanka joint enterprise cannot be granted special status when the country was in dire straits.
Dr. de Silva said the economy was in such a bad shape that the whole process of granting concessions to investors should be re-evaluated.
Failure to do so could trigger public protests at an unprecedented scale, he warned.
